The Korean American Cultural Committee (KACC) is a non-profit, non-partisan organization with four key goals:
1) To bring awareness to the issues affecting the Korean-American;
2) To encourage the participation of Korean-American in all aspects of American life;
3) To educate our children about our Korean heritage and culture; and
4) To reach out to the American community.
Established as a non-profit organization on March 3, 2005, the KACC initiated this project in September 2005 to construct the Korean Bell Garden with the Bell of Peace and Harmony. Through the continual partnership and cooperation with the Northern Virginia Regional Park Authority (NVRPA), KACC was able to complete the Korean Bell Garden. On April 18, 2007, KACC was awarded 4.5 acres of land by the NVRPA in furtherance of this Korean Bell Garden project and a Memorandum or Understanding (MOU) between the NVRPA and KACC was signed. After years of planning and making preparations, the construction of the Korean Bell Garden finally began with the Groundbreaking ceremony on June 25, 2010, the year that marked the 60th anniversary of the Korean War. On October 2, 2010, KACC celebrated the completion of the 1st stage of construction—the pavilion. May 14, 2011 commemorates the Korean Bell Garden Bell Dedication, celebrating the installation of the Bell of Peace and Harmony. Finally, on May 19, 2012, KACC held the grand opening ceremony of the completed Korean Bell Garden and opened its doors to the community.
In early 2005, over 250,000 Korean Americans living in the Washington D.C Metropolitan Area voiced their opinions that representative structures of the Korean culture needed to be established. By early March 2005, as the movement within the Korean community became more enthusiastic and earnest for this need, a committee was established with the specific goal of making a blueprint for structures that would represent the Korean culture in the D.C. Metropolitan Area. Thus for the first time, the Korean American Cultural Committee was established.
By September 2005, the KACC constituted of 122 Building Committee Members, who came together to raise funds for the building project. The year 2005 marked the celebration of the 122nd year since Chosun Dynasty King Kojong’s initial diplomatic mission to the United States in 1833. . Thus, with this milestone in mind, the Korean community endorsed 122 men and women of the community who constituted the Building Committee of the KACC and they started an active fundraising campaign for the Korean Bell Garden project.
한미문화재단 발족 배경
한인들이 많이 거주하고 있는 워싱톤 중심지역에 한국을 상징하는 조형물이 건립되어야 한다는 여론이 한인사회에서 일각에서 일기 시작한 2005년 초에 건립위원회가 구성되었으며, 조형물 건립에 관한 구체적인 사업 청사진이 드러나야 된다는 움직임이 본격적으로 일고 있을 때인 2005년 3월경 한미문화재단(KACC)이 워싱톤 지역에서 처음으로 발족되었습니다.
KACC는 2005년 9월에 건립기금을 마련하는데 초기의 구심 역할을 하는 조직인 ‘122인 건립위원회’를 구성하게 되었습니다. 미국땅에 대한제국(조선)의 보빙 사절단이 워싱톤을 처음 방문한 해인 1883년을 시작으로 건립위원회가 발족한 2005년이 122년째가 되는 해가 되어 이를 기념하여 워싱톤 한인사회로부터 122명을 추천받아 소위 122인방을 구성하였으며 이를 구심점으로 적극적인 모금운동을 시작하였습니다.
KACC’s earnest and devotion to community outreach for the unity of the American society and other minority groups was met with enthusiastic welcome and support from not only the Korean American community but also by mainstream Americans, such as the Virginia governor Tim Kaine, Senator Mark Warner, Congressman Jim Moran, Virginia State Senator Chap Petersen, Tom Davis, Congressman Jerry Connelly, Chairman of the Fairfax County Supervisor Sharon Bulova, Mason District Supervisor Penny Gross, et al.
In particular, because the U.S. politicians are familiar with constructions of such monuments that they were able to give the KACC support through assistance in necessary administrative procedures with local and state authorities. Also, in addition to the Korean American society, the mainstream American society has actively supported fundraising efforts by attending major social events.
미 주류 정치인들의 입장
KACC의 본격적이며 헌신적인 봉사활동으로 한인사회로부터의 적극적인 호응과 지원에 아울러 미 주류사회에서는 버지니아주 팀 케인 주지사를 비롯해 마크 워너 연방상원의원, 짐 모란 연방하원의원, 탐 데이비스, 제리 코널리 연방하원의원, 챕 피터슨 주상윈의원, 페어팩스 카운티 셰런 블루바 수퍼바이저 의장, 메이슨 디스트릭 페니 그로스 수퍼바이저 등은 워싱톤 한인사회의 KACC가 미국 지역사회의 화합을 위해 솔선하여 여타의 소수계 민족들의 모범이 되어 이같은 문화사업을 선도한다 하여 이를 적극 지원해주고 있는 입장이 됐었습니다.
특히 이들 미 주류 정치인들은 조형물 건립 사업에 있어 주정부 당국과 지방정부 당국간에 필요한 행정적 절차 등을 지원해주고 있으며 또한 한인사회 및 미주류사회에서의 개최되는 각종 행사에서 조형물 건립을 위한 기금 모금운동에 앞장서 주었습니다.
As the first major undertaking of our organization KACC, we have built a goodwill landmark, which was donated to the Northern Virginia Regional Park Authority and the great people that make up this community and the surrounding areas. This act of goodwill is not only to recognize the Korean-Americans development and history within the greater Washington D.C. area, but also to recognize and to celebrate the importance of the diverse people and the city, which made out history within this region possible.
As which, the traditional Korean Bell pavilion we envisioned was modeled after traditional Korean architecture, placed in a park-like setting where all have free access and is able to enjoy the beauty that holds this landmark. Moreover, this landmark reaches out to our second and third generation Korean-American youths as well as the general public.
Your support and help is vital to making the Korean Bell Garden an everlasting inheritance to future generations. The KACC is currently working to raise Endowment Funds of more than $200K to provide lifetime management funds for the NVRPA to continue to care for the Korean Bell Garden.
한민족 (Korean American)의 미국 이민 역사가 100년이 넘었음에도 불구하고 미국의 수도인 워싱톤 (Washington)지역에는 한민족의 우수한 문화유산의 조형물이 없었습니다.
미국의 수도이며 세계의 정치 중심지인 워싱턴에 한국의 고유 문화를 만들어 한민족의 정체성을 심어주는 동시에 아름다운 한국인과 훌륭한 문화유산을 널리 알리고 길이 보존하면서 후세들에게도 자랑스런 민족임을 보여야 할 시점에 와있다고 사료됩니다. 더욱이 워싱턴에 거주하는 한인 (Korean American)들은 타 민족에게 우리 한민족의 문화 우수성을 알리며 화합의 계기를 만들려는 취지였습니다.
미국의 수도권인 워싱톤 지역에 모여 사는 25만의 한인들은 서로 간에 끈끈한 유대관계를 유지하며 미국 주류사회의 각계 각층에서 다양하게 실력을 인정 받고 있습니다. 미국 연방정부에도 많은 한인들이 공복으로서 자랑스럽게 미국에 기여하고 있으며, 수도권 일대의 한인 상권도 빠르게 성장하여 수도권 경제에도 큰 영향을 미치고 있음으로 이곳 주류 사회의 주목을 받고 있습니다. 이러한 한인 사회의 눈부신 성장과 함께 일년에 수천만명이 방문하는 미국 수도에 한국의 문화적 우수성을 알릴 수 있는 기회를 찾던 중, 한국문화를 알릴 수 있는 공원형 조형물을 만들어 지역사회에 기여하고 한인사회 구성원 모두의 자긍심을 높이기 위해서 한국문화조형물 건립 위원회를 발족하였습니다. 이 공원형 조형물 사업은 미국 속에 우수한 한국 문화를 심고 한인들이 미국 주류사회에서 인정 받을 수 있고, 더 나아가 주류사회와 동등한 주인의식을 고취할 수 있도록 하는 역할을 할 것입니다. 이러한 뜻있는 역사적인 한국 문화 조성사업에 한인들 서로가 한마음으로 동참하여 더욱 의미있고 위대한 일이 되었습니다. 이사업에 한인 한 분 한 분이 적극 동참하였기에 코리안 벨 가든이 건립 될 수 있었습니다.
